Richard Dominguez

Richard Dominguez is a seasoned legal professional with extensive experience in securities law, currently serving as Senior Legal Counsel at the U.S. Securities and Exchange Commission since September 2004. In this role, Richard oversees the Office of the Ombudsman and previously worked in the Division of Enforcement, where responsibilities included conducting investigations into federal securities law violations and addressing insider trading and accounting misconduct. Richard has also contributed to legal education as an Adjunct Professor at Howard University School of Law and as a Guest Lecturer at Florida International University. Prior to the SEC, Richard held significant positions such as Trial Attorney at the New York Stock Exchange, Assistant United States Attorney at the District of Columbia, and Deputy District Attorney for Los Angeles County. Richard holds a JD from the University of California, College of the Law, San Francisco, and a BA in Politics from the University of California, Santa Cruz.
