Richard Pell

Richard Pell is a senior counsel at the U.S. Securities and Exchange Commission, advising Commissioners on compliance with various securities laws since January 2023. Prior to this role, Richard served as an attorney in the U.S. Department of Justice's National Security Division, assessing government surveillance practices. Richard has held judicial clerkships with the United States District Court for the Southern District of New York and the United States Court of Appeals for the Fourth Circuit, where analytical skills were applied to complex legal issues. Richard also gained experience at law firms such as Dechert LLP and Latham & Watkins, specializing in privacy, cybersecurity, and technology transactions. Richard holds a Juris Doctor degree from Harvard Law School and a Master of Science in Computer Science from the University of Nebraska, along with additional qualifications in electrical engineering from the Massachusetts Institute of Technology and supervisory certification from Navy Nuclear Engineer Officer Training.
