Deputy CIO at Securities and Futures Commission

Jeff L. has extensive work experience in the field of Information Technology. Jeff started their career as an Application Developer at AIG Trading Corp in 1993 and later joined Phibro Inc. in 1994 as a Sr. Application Developer/Project Manager. At Phibro Inc., they played a key role in developing a global real-time ETRM system and provided user support for all office locations. In 2000, Jeff moved to Morgan Stanley as Vice President - Commodities Technology, where they were responsible for global oil and natural gas trading systems. Jeff played a crucial role in designing and implementing a new ETRM system. In 2004, Jeff joined JP Morgan Chase as an Executive Director, and in 2012, they joined Trafigura as Head of Information Technology for APAC & Global Workflow Technology. At Trafigura, they worked until 2018 and then joined Securities and Futures Commission as Deputy CIO. In this role, they collaborated with the CIO to establish IT strategy and governance structure, led cloud, mobility, and AI initiatives, and structured the PMO function within the organization.

Jeff L. obtained their Master of Science (M.S.) degree in Computer Science from the University at Albany, SUNY from 1988 to 1991. Prior to that, they earned a Bachelor of Business Administration (B.B.A.) degree in Management Information Systems from Fu Jen Catholic University. In September 2020, they also obtained a certification in "Artificial Intelligence: Implications for Business Strategy" from MIT Sloan School of Management.
