Manley J. has extensive experience in strategic management and operations, currently serving as the Head of Strategy & Transactions for the Americas in Global Real Estate at IBM, a position held since May 1989. Previous roles at IBM include North America Strategy & Transactions Program Manager, Transactions & Construction Program Manager, and various managerial positions overseeing site operations and project management. In addition to the corporate role at IBM, Manley J. is the North Carolina State Director for the Selective Service System, appointed by U.S. officials and nominated by Governor Roy Cooper since March 2020. A retired Colonel from the North Carolina National Guard, Manley J. holds a Master of Science in Strategic Studies from The United States Army War College and a Bachelor of Science in Electrical Engineering from North Carolina State University.

The Selective Service System is charged with providing the Department of Defense trained and untrained personnel in the event of a national emergency. Almost all male citizens and immigrants between the agees of 18-25 must register with the Selective Service. The Selective Service also provides alternative service options for concientious objectors.
