Emmanuel Soto

Emmanuel Soto serves as a City Council Member for the City of Visalia since December 2022, while also working as a Community Development Specialist at Self-Help Enterprises since February 2021, focusing on disadvantaged communities to secure safe drinking water and sewer projects. Previous roles include IT support positions across various organizations, such as Community Services and Employment Training (CSET) and Mountain Valley Express, where technical assistance in managing IT-related issues was provided. Emmanuel holds a Bachelor's Degree in Political Science and Computer Science from UC San Diego and has pursued further education in Computer and Information Sciences at West Hills College Lemoore.
