Deborah Higgins

Deborah Higgins is the Head of Resilience at Serco, bringing extensive leadership experience in business continuity, risk, and emergency management across various sectors and geographies. They have previously held positions such as Business Continuity Officer at Thames Valley Police and Technical & Learning Manager at the Business Continuity Institute. Deborah has actively contributed to industry standards development through organizations like the British Standards Institute and the ISO Societal Security and Resilience committee. Currently, they serve as a Commissioner on the UK National Preparedness Commission, while continuing to shape resilience practices in their roles. Their educational background includes a First Class BSc (Hons) in Geographic Information Systems from Kingston University and advanced management studies at the University of Gloucestershire and Saïd Business School, University of Oxford.
