Fabrice Layer

Fabrice Layer currently serves as the Director of Government Relations at SHEIN since August 2023, focusing on risk management, promoting company activities to public authorities, and developing stakeholder networks. Prior experience includes a role as Senior Manager Public Affairs at Huawei, where responsibilities encompassed local government relations and the advancement of smart city initiatives. Fabrice Layer has also held academic positions teaching constitutional law and strategic communication. Previous political roles include serving as Director of Cabinet for various members of the French National Assembly, where engagement in legislative work and administrative follow-up were key duties. Fabrice Layer holds extensive academic qualifications in public law and political sciences from reputable institutions, including a Doctorate from the Faculté de Droit et des Sciences Sociales de Poitiers and training from the École nationale d'administration.
