Glenn Rosen's work experience begins in 1998 when they served as a Joint Exercise Officer at the US Pacific Command, where they planned and executed joint exercises in the Pacific and contributed to policy development and international engagement. From 2000 to 2001, they worked as a National Security Affairs Fellow at the Hoover Institution, conducting research on the Information Technology industry retention in Silicon Valley and studying international relations.
Glenn then joined the Defense Intelligence Agency, first as an Assistant Naval Attaché at the US Defense Attaché Office in Rio de Janeiro, where they represented the Department of Defense and led a team of 12 members assigned to various Brazilian commands. Glenn also developed strong relationships with the Brazilian military. Glenn later worked as a Reports Officer at the Defense Intelligence Agency in Washington DC, coordinating reporting from countries such as Argentina, Brazil, Ecuador, and Peru, and undergoing training in Brazilian Portuguese.
From 2006 to 2010, Rosen served in various roles at US THIRD Fleet, including N5 Assistant Chief of Staff (ACOS) - Plans and Policy, Deputy ACOS (N5A), and Theater Security Cooperation (TSC) Officer. In these positions, they advised the numbered fleet admiral on planning and policy, responsible for all staff planning for the fleet, and coordinated interaction with foreign entities throughout the Area of Responsibility.
In 2010, Rosen became the Naval Section Chief of the USMILGROUP Colombia at US Southern Command. Glenn led a joint mission of the US Navy, Coast Guard, and Marines, advising, training, and equipping the Colombian Navy, Coast Guard, and Marines, and provided over $30,000,000 in Foreign Military Sales training and equipment. Glenn also regularly interacted in Spanish with the highest leadership in the Colombian Navy.
From 2012 to 2015, Rosen worked at the Space and Naval Warfare Systems Command as the Fleet Readiness Directorate - Installation Test Director and Waterfront Operations Manager, overseeing installation testing and waterfront operations.
Starting in 2015, they joined Textron Systems as the Director of Business Development, Advanced Information Solutions (AIS), leading the company's business development efforts in Latin America and establishing and maintaining relationships with key government and maritime industry stakeholders. Glenn also led the business development, marketing, capture, and sales of C4I and analytical software to the Navy, Marine Corps, and Special Forces, including the development of a DCGS-N proposal.
Rosen then worked at General Atomics Aeronautical Systems in 2018 as the Manager, Technical Sales Asia-Pacific Region. In this role, they led technical sales efforts to Asia-Pacific customers and co-developed future maritime surveillance systems on aircraft, integrating complex mission systems and utilizing data for processing exploitation and dissemination. Glenn also coordinated various functional areas in business development, international cooperation/offsets, budgetary estimates, and proposals for foreign military sales.
Most recently, Rosen joined Siemens PLM Software in 2018 as the Navy Business Development representative before transitioning to Siemens Government Technologies in 2021 as a Digital Solutions Business Developer.
Glenn Rosen has a Bachelor of Science degree in Aerospace Engineering from the United States Naval Academy. In 2000-2001, they pursued coursework on a PhD in Political Science with a focus on International Relations at Stanford University. Glenn also holds a Master of Arts degree in National Security Studies from Georgetown University. Additionally, Glenn Rosen has a Diploma in National Security Policy Studies with distinction from the U.S. Naval War College. Glenn also possesses a certification in Program Management Level 2 from Defense Acquisition University (DAU) obtained at an unspecified date.
