Rafiq E. Moorman

Rafiq E. Moorman is an Associate in the Sills Cummis & Gross Real Estate Department. Mr. Moorman focuses his practice on the development and redevelopment of commercial and multifamily residential properties, including zoning and land use applications.

Prior to joining the Firm, Mr. Moorman was the Assistant Legislative Manager to the City of Newark’s Department of Law and Department of Economic and Housing Development. There he gained extensive experience in the negotiation and drafting of redevelopment agreements and financial agreements as well as the process of designating areas in need of redevelopment or rehabilitation. Mr. Moorman has worked on several large-scale redevelopment projects in the City of Newark, including the Mulberry Commons and Riverfront Park. In addition, Mr. Moorman has assisted in the completion of various low- and moderate-income housing projects and initiatives, as well as HUD financings.
