After graduating from the University of Tokyo, Norio joined the Ministry of Land, Infrastructure, Transport and Tourism.

After working for the Ministry of Foreign Affairs and other ministries, he retired from the Ministry of Land, Infrastructure, Transport and Tourism as Director General of the Civil Aviation Bureau, and was first elected to the House of Representatives in 2003. He was elected six times. He served as Parliamentary Vice Minister of Finance, Senior Vice Minister of Foreign Affairs, and Chairman of the Foreign Affairs Committee of the House of Representatives, and served as Senior Vice Minister of Foreign Affairs in the second Abe Cabinet.

He retired from politics in October 2021.
