Senior Program Manager at Skylla Engineering

Kenneth Kelsay, PMP, has extensive work experience in program management and operations. Kenneth worked at Skylla Engineering as a Program Manager, where they directly managed and led all prime and sub-contract awards for the Skylla Space and Naval Warfare Systems Command (SPAWAR) in Charleston. Kenneth successfully achieved operational objectives by providing strategic input, implementing production standards, resolving problems, and initiating corrective actions. Additionally, they met financial objectives by forecasting requirements, preparing budgets, and analyzing variances.

Before their role at Skylla Engineering, Kenneth served in the United States Marine Corps for many years. During their time there, they held the position of Lieutenant Colonel and a Contracting Officer Representative at the Marine Expeditionary Force level. Kenneth developed and managed Statements of Work for logistics support programs and ensured contractual requirements were met. Kenneth also served as an Equipment Fielding and Training Coordinator, supervising the fielding of various C4I platforms.

Kenneth Kelsay, PMP, holds a Master of Business Administration (MBA) degree with a specialization in Project Management from Norwich University, which they obtained from 2012 to 2014. Prior to that, they completed a Bachelor of Science degree in Business Administration and Logistics from Touro University International, Cypress CA, in 2006. In addition to their formal education, Kenneth has also acquired certifications, including ITIL Foundation v3 from AXELOS Global Best Practice in October 2016 and the Project Management Professional (PMP) certification from the Project Management Institute in July 2014.
