Senior Operations Lead – Dod C5isr at SMX

Douglas Howard has extensive experience in operations management, consulting, compliance auditing, and piloting missions. Douglas currently serves as a Senior Operations Lead for SMX, managing a $968M GSA FEDSIM Task Order. Previously, they worked as a Senior Consultant for Lockheed Martin, advising federal-level clients in the Department of Defense and U.S. Intelligence Community. Douglas also served as the Director of Compliance for the South Florida Workforce, leading a team of auditors responsible for monitoring federal employment and training funds. Prior to that, Douglas was a U.S. Navy Pilot and Mission Commander, commanding C5ISR missions and leading a crew of 24 in-flight.

Douglas Howard has a Bachelor of Science (BS) degree in Economics from the United States Naval Academy, which they obtained between 1996 and 2000. In 2004, they earned a Graduate Certificate in Aviation Safety from the Naval Postgraduate School. Douglas pursued further education and obtained a Master of Business Administration (MBA) degree from the University of Florida between 2007 and 2009. In 2016, they received a Graduate Certificate in Advanced Computer Security from Stanford University. Recently, from 2019 to 2021, they earned a Master of Arts (MA) degree in Global Affairs and Security from Florida International University. In addition to their academic achievements, they have obtained several certifications, including the Project Management Professional (PMP) certification from the Project Management Institute and the Special Access Program (SAP) Security Management certification from the Defense Counterintelligence and Security Agency (DCSA).
