Javier Flores

Javier Flores is the Strategic Information Systems Manager at Solid Ground. Javier previously worked as the Grant Manager - Students in Service at Washington Campus Compact from July 2011 to May 2012. From June 2012 to August 2021, they worked as the Data and Special Projects Manager at Opportunity Council. Their responsibilities included but were not limited to staff supervision, program and policy development, implementation, monitoring, evaluation and reporting ELAFS managed programs. Javier also participated in funding and budgeting processes, provided leadership internally and externally in issues around departmental functions, and assisted the ELAFS Director with conducting the department’s work and responding to program needs. In December 2010 to September 2011, Javier Flores was the Community Assessment Coordinator at Whatcom Homeless Service Center.

Javier Flores received a B.S. in Psychology from California State University, Fresno and an M.A. in Public Administration from National University. Javier also has a certification from Whatcom Community College in WordPress Web Design.

They are on a team with Shelly Holmes Parrish - Senior Director, Finance & Operations, Charlisse Hammon - Director, Broadview Shelter & Transitional Housing, and Shannon Rae - Director, Stabilization Services & Hunger & Food Resources. Javier Flores reports to Shalimar Gonzales, CEO.
