Julia Massimino

Vice President, Global Public Policy at SoundExchange

Julia Massimino is responsible for leading the organization’s public policy and government affairs activities, supervising legislative advocacy, and guiding overall policy strategy.

Prior to joining SoundExchange, Julia spent more than a dozen years working in Congress. Most recently, she served four years as chief of staff to Rep. Howard Berman (D-CA), a strong supporter of the rights of music creators who was chairman of both the House Judiciary Subcommittee on Courts, Intellectual Property and the Internet and the House Committee on Foreign Affairs. Massimino had previously worked in Berman’s office as his chief counsel on Judiciary and Labor matters. Before Massimino returned to Berman’s office as chief of staff, she served as Majority counsel on House Judiciary Committee, Subcommittee on Courts, the Internet, and Intellectual Property and as a special counsel to Rep. William Delahunt (D-MA). Massimino brings a wealth of experience on a wide-range of public policy issues, as well as expertise in the legislative process, advocacy, and coalition building.

A native of Texas, Julia holds a law degree from the University of Texas at Austin and a master’s degree from the Lyndon B. Johnson School of Public Affairs in Austin, Texas. She is a member of the Texas Bar and the American Bar Association.
