Justin P. Powell

Justin Powell serves as the Secretary of Transportation for the South Carolina Department of Transportation since April 2019, providing executive leadership to one of the largest state highway systems in the nation. Previous roles at SCDOT include Chief Operating Officer and Chief of Staff, managing operations and strategic initiatives. Prior to SCDOT, Powell served as Assistant County Administrator for Horry County Government, Chief Financial Officer for Dorchester County Government, and held various budget-related positions at the City of Greenville and Fairfax County Government. Powell began a career at IBM Global Services as a Management Consultant, focusing on federal agency consulting. Powell holds a Master of Public Administration from the University of North Carolina at Chapel Hill and a Bachelor of Arts in Government from Wofford College.
