I-Ling Elaine Shen is a seasoned professional with extensive experience in air quality management and economic analysis. Currently serving as the Planning & Rules Manager at the South Coast Air Quality Management District since November 2013, I-Ling has developed mobile source emission reduction strategies and led the Pacific Rim Initiative for Maritime Emission Reductions while managing technical analyses. Past roles include Program Supervisor positions focused on socioeconomic analysis and indirect source rule development, where I-Ling achieved national recognition for enhancing critical analysis methods.
