Colleen Butler currently serves as the International Employment Manager at the South Dakota Board of Regents since March 2023. With extensive experience at Daktronics from December 2005 to March 2023, Colleen held various roles including Change Enablement Lead, where responsibilities included developing vision and strategies for a change enablement program. As Program Manager for Global Mobility and Compliance, Colleen partnered with leaders and HR Business Partners to enhance Global Mobility strategies. Previous roles involved supporting international HR operations across multiple regions and managing HR Business Partner responsibilities during post-acquisition integrations. Colleen's early experience includes a position as a Legislative Intern at the SD House of Representatives and an HR Student role at Daktronics. Colleen holds a Bachelor of Science degree in Sociology from South Dakota State University.

The Board of Regents has constitutional authority to govern the system of public higher education in the state of South Dakota. The Board, supported by an executive director and staff, provides leadership and sets policies for programs and services delivered by its six public universities and two schools serving special K-12 populations.
