Glyn Halksworth is the current Director of Housing Development at Southend on Sea Borough Council.

Glyn Halksworth has over 20 years experience working in the public sector, with a focus on housing and social inclusion.

Glyn Halksworth started their career as a Team Leader at Turning Point Hammersmith & Fulham Druglink in 1995. They then became the Drug Action Team Coordinator at Camden & Islington NHS Health Authority in 1996. In 1999, they took on the role of Young People Substance Misuse Service Manager at Bridgegate Drug Service / Cambridgeshire County Council.

In 2003, Glyn Halksworth began working at Highland Carers Project as the Young Carers Project Manager. They became the Manager / Deputy CEO of Highland Carers Project / Highland Community Care Foundation in 2006.

Glyn Halksworth joined Southend on Sea Borough Council in 2007 as Group Manager Drug & Alcohol Commissioning. In August 2017, they became Head of Housing and Social Inclusion. In February 2019, they took on the role of Interim Director of Housing. Glyn Halksworth became the Director of Housing Development at Southend on Sea Borough Council in September 2019.

Glyn Halksworth has a degree in Real Estate Economics and Finance from the London School of Economics and Political Science (LSE). They also have a Masters in Research (MRes) in Geography from Queen Mary University of London & Goldsmiths, University of London. In addition, they have an MSc in Public Service Commissioning from the University of Birmingham, and a Diploma in Management from the University of Leicester. They also have a Postgraduate Certificate in Addictions from the University of Glasgow, as well as Clinical Audit certification from the National Open College Network. Furthermore, they have certification in Successful Contract Management and Administration Skills from the Academy of Distance Learning in Business, Lean Six Sigma Green Belt from Silicon Beach, Management of Risk (M_o_R) Practitioner from APM Group, PRINCE2 Practitioner from APM Group, and Managing Successful Programmes (MSP) Practitioner from APM Group. Finally, they have Leadership (Level 4) certification from ILM. They began their BA (Hons) Intellectual Theirtory at the University of Sussex but completed their first year of study before undertaking a student union role.

Glyn Halksworth works with and Emma Cooney - Director of Regeneration & Growth. Their manager is Alan Richards, Interim Executive Director, Housing & Growth.
