Early career involvement included serving as Commissioner of Water Pollution Control for the city of Cleveland from 1978 to 1980. Wilhite earned a Juris Doctor degree from Cleveland State University's Cleveland-Marshall College of Law between 1976 and 1980 and holds a Bachelor of Arts in History from Oberlin College, obtained from 1971 to 1975.
