Donald E Osborn is the President and Co-Founder of Spectrum Energy Development Inc., a solar PV engineering, procurement, and construction company. Prior to this, Osborn worked at SMUD from 1991 to 2002 where Donald E managed the Photovoltaic and Distributed Technologies programs. Donald E also served as the Director of the University of Arizona Solar & Energy Research Facility from 1981 to 1991, overseeing program development and research. Additionally, Osborn worked as the Associate Director and Solar Engineering Manager at the State of Arizona Solar Energy Commission from 1977 to 1981. Osborn holds a MS in Energy Engineering/Nuclear Engineering, a BS in Engineering Physics, and was a PhD Candidate in Materials Science and Energy Engineering at the University of Arizona.
