Stormy Phillips has a diverse range of work experience in the oil and gas industry. They started their career as an F&I Producer at Fenton Motor Group in 2006 before transitioning to the manufacturing sector as a Cost Estimator at J-W Measurement Company in 2007. They then took on roles as a Project Manager and Production Manager at J-W Measurement Company, overseeing large-scale measurement projects and daily operations, respectively. In 2012, Stormy became the General Manager of a production facility at J-W Energy Company. They joined Legacy Measurement Solutions in 2013 as a Product Manager before working as a Measurement Technical Specialist at WPX Energy from 2015 to 2017. Stormy then became an Oil and Gas Measurement Technical Expert at CEESI, supporting the Bureau of Land Management's Production Measurement Team. From 2019 to 2023, Stormy worked at Find Ultra, contracted to the Bureau of Land Management, as an Oil and Gas Measurement Engineer. Currently, Stormy is serving as the President of Metrology and Data Services at SPL.

Stormy Phillips holds a Master of Science (MS) degree in Engineering/Industrial Management from Oklahoma State University, which was obtained between 2018 and 2020. Prior to this, they earned a Bachelor of Arts (B.A.) degree in History and a Bachelor of Science (B.S.) degree in Political Science and Government, also from Oklahoma State University, from 2000 to 2005.
