Elise Bowman

Elise Bowman currently serves as Chief of Strategy and Development at Springboard Community Services, having joined the organization in January 2025. Prior experience includes notable roles at the Baltimore City Health Department, where Elise held positions such as Director of Strategic Partnerships and Initiatives, Population Health and Care Coordination Program Director, and AHC Project Director from April 2020 to February 2025. Additionally, Elise was Director of Partnerships & Initiatives and later Implementation Director at Health Leads from September 2013 to April 2020, focusing on advancing community-driven initiatives and overseeing social determinants of health programs. Prior to that, Elise worked as Program Manager at Public Allies, where mentorship efforts resulted in 100% retention among apprentices. Education includes a Bachelor of Arts in Psychology from Indiana University Bloomington and a Master of Social Work in Management and Community Organizing from the University of Maryland Baltimore.
