Graham Thom

Director at SQW

Graham Thom first joined SQW in Edinburgh and worked there for five years before moving to head the London office for three years. For much of this time he led the firm's work around the development of and support for people. He then became Director of Ekos/Gen Consulting in Glasgow for almost four years before re-joining SQW in 2008, becoming MD in 2013.

His consultancy work is focused in two main areas, still based around the development of and support for people. He has led the work around the personalisation of public services including directing multi-year evaluations of the Individual Budgets and then Special Education Needs and Disability pilots for the Department for Education, and then the evaluation of Integrated Personal Commissioning for the Department for Health and Social Care. His second strand of work is around skills and employment interventions. This has included a number of sector studies and strategies (especially around engineering and energy), and evaluations of interventions to help people find work. Graham has also headed the national evaluation panel, evaluating the impact of City Deal investment funds across the UK.
