Valeriano (Oscar) Luera is an experienced technician and driver with a diverse background in communications, engineering, and care services. Currently serving as an OSP Technician at S&T Communications since March 2016, Valeriano has previously held positions including Structural Cadd Tech at HDR, Designer/Drafting/Estimates/Surveying at Woofter Construction & Irrigation, and Direct Care Staff at ResCare. Earlier career roles include driver positions at Crop Production Services and Helena Chemical Company, where Valeriano was responsible for transporting fertilizers and pesticides while maintaining required certifications. Valeriano holds an Associate of Arts and Sciences degree in Engineering Technology from Northwest Kansas Technical College, in addition to earlier qualifications in General Studies and Communications Technology.

S&T Communications
S&T was founded as a Cooperative in 1952 to provide much-needed rural telephone service in western Kansas. Eventually, Cable TV and High-Speed Fiber internet were added as core services. Still a Cooperative, S&T has expanded its geographic reach beyond the original nine telephone exchanges, providing telecommunications services to over 34 Western Kansas communities. In 2019, as part of a rebrand, S&T established separate business divisions for Residential, Business, and Advertising services. An additional division, S&T Community, was also founded to better focus on community development efforts and charitable contributions.
