Matthew Spoor

Matthew Spoor, ICMA-CM, currently serves as the Assistant to the County Administrator for Intergovernmental Affairs and Strategic Initiatives with Pinellas County Government since May 2024, where responsibilities include managing community plans and projects. Concurrently, Spoor is an Adjunct Professor at St. Petersburg College, teaching a course on American Civic Life that emphasizes civic engagement and leadership. Since May 2019, Spoor has held the position of District Seven Board Director for the Florida City & County Management Association, promoting professionalism among public administrators in Florida. Previously, Spoor was the City Manager for the City of Safety Harbor, overseeing operations for a municipality with 200 employees and a population of 18,000 from 2004 to 2024, and has held various roles including Assistant City Manager and Leisure Services Director in Largo. Educational qualifications include a Bachelor of Science in Leisure Services Administration from Florida State University and a Master of Business Administration from the University of South Florida.
