Thomas O'Keefe

Thomas O'Keefe is a seasoned professional in international relations, law, and economic consulting, currently serving as Principal at Indigenous ADR since November 2023. O'Keefe has over two decades of experience in academia, including a longstanding role as a Lecturer in the International Relations Program at Stanford University, where courses focus on topics related to economic integration and energy cooperation in the Americas. As President of Mercosur Consulting Group, O'Keefe has provided legal and economic advisory services to North American and Latin American firms. O'Keefe held the position of Chief of Party for the USAID Caribbean Business Enabling Environment Reform Activity, enhancing market conditions in the Caribbean. Additional roles include Chair of the Western Hemisphere Area Studies Program at the Foreign Service Institute and adjunct professor positions at several universities. O'Keefe earned an M.Phil. in Latin American Studies from the University of Oxford, a J.D. from Villanova University, and a BA in History from Columbia University.
