Ulvi Mehdiyev is a prominent figure in Azerbaijani public service, currently serving as the Chairman of the State Agency for Public Service and Social Innovations under the President of Azerbaijan since February 2014, after holding the position of Deputy Chairman. Prior to this, Ulvi Mehdiyev worked at the Presidential Administration of the Republic of Azerbaijan from 2009 to 2014 as Head of Division and Advisor in the Department of Work with the Law Enforcement Agencies. Additional experience includes a role as Advisor and Leading Advisor in the Legislative Directorate of the Ministry of Justice from 2006 to 2009. Ulvi Mehdiyev's educational background includes studies at Duke University in 2019, as well as degrees from Baku State University, obtained between 2001 and 2009.

General Information about the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan The State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan was established by the Decree of the President of the Republic of Azerbaijan No.685 dated 13 July 2012. The State Agency is the central body of executive power that, according to its direction of activities, will carry out the unified management of the “ASAN service" centers, coordinate the functions of the employees of the state agencies to act at those centers, hold control and provide assessment, carry out the mutual integration of databases of state agencies, accelerate the organization of electronic services and improve the management system in this area.
