Ray Bell

Ray Bell, Ph.D., PMP, is an experienced professional in artificial intelligence, machine learning, and data science, currently serving as the AI/ML Product Director for the State of Maryland since January 2025. Prior to this role, Ray held positions at DTN as Data Science Manager and Principal Data Scientist, leading the development of AI-driven SaaS applications across various sectors. Ray's background includes significant contributions at Royal Caribbean Cruises Ltd. as a Data Scientist, focusing on enterprise AI and time series forecasting, as well as experience as a Research Scientist at the University of Miami, where advanced methodologies in big data and machine learning were applied to enhance weather forecasts for the Department of Defense. Previous roles also include work at BP as a Metocean Engineer and academic positions culminating in a Ph.D. in Atmosphere, Oceans, and Climate from the University of Reading, with early research experience stemming from the University of Southampton and volunteer efforts with the Australian Institute of Marine Science.
