Victoria Graves

Victoria Graves is an accomplished grant oversight program analyst with extensive experience in managing and analyzing grants, particularly within government and non-profit sectors. Currently serving the State of Oregon since June 2020, Victoria leads grant management for the EII and supports a team in reviewing program changes. Victoria has a background in coordinating federal grants for Oregon Coastal Projects and has previously held analytical roles at USAID and the U.S. Department of State, where responsibilities included evaluating donor fund management and developing strategies to combat human trafficking. Educational achievements include a Master’s degree in Global Affairs focused on Human Rights from George Mason University and a Bachelor's degree in Sociology and Russian Studies from Seattle Pacific University.
