Don Richards currently serves as the Budget and Fiscal Administrator for the State of Wyoming Legislature, a role held since July 2012. Prior experience includes positions such as Vice President for Government and Community Affairs at the University of Wyoming and Energy Policy Advisor to US Senator John Barrasso. Richards has a strong background in legislative research and analysis, having launched a non-partisan research unit for the Wyoming Legislature and authored independent research for the Congressional Research Service. Educational qualifications include a Master's degree in Political Management from The George Washington University and a Bachelor's degree in Economics/Mathematics from the University of Wyoming.

The Wyoming Legislature is a 93-member citizen legislature, meaning the members elected serve part-time. The Legislature meets yearly for a General Session in odd numbered years and for a Budget Session in even numbered years.
