Richard Harper

Richard Harper has extensive experience in the rail industry, currently serving as Director at Steer since May 2018, focusing on rail operations and performance as part of the Rail Advisory team. Prior roles include Production Director at Arriva UK Trains from 2013 to 2018, where responsibilities included overseeing train services and infrastructure changes for franchise bids. Between 2001 and 2013, Richard held the position of Head of Network Development at Chiltern Railways, leading train planning and successfully implementing significant timetable changes. Earlier in their career, Richard worked as a Public Transport Consultant at Oscar Faber from 1994 to 2001, gaining expertise in market research and railway operations. Richard holds a BSc (Hons) in Transport Management from Aston University, earned in 1994.
