Phil Kay is an experienced contracts specialist with a strong background in federal proposal management and contract creation. Currently serving as a Senior Contracts Specialist at Strategic Analysis Incorporated, Phil Kay is responsible for developing R&D contracts and performing post-award cost analyses for a Defense Agency.
