Joshua Hearne

Joshua Hearne has over 13 years of professional work experience. In 2007, they began their career as an Intelligence-Surveillance-Reconnaissance (ISR) Project Intern at The Oakhill Group, Ltd. and an Undergraduate Researcher in the Psychology Department at Radford University. In 2010, they worked as a Consulting Assistant at Development Dimensions International, where they completed client-specific criterion-related validation technical reports, facilitated Rater Training Sessions, and completed other test validation/delivery related tasks. In 2011, they were a Market Research Analyst at TARP Worldwide and in 2012, they were a Strategic Human Capital Management Senior Consultant at Booz Allen Hamilton. In 2014, they were a Project Director for the Technology Integration Initiative at A Connected Planet, where they managed the Technology Integration Program and Open Educational Resources Development Program. In 2018, they were a Senior Consultant (Contractor) at the Office of Personnel Management (OPM) and the National Institutes of Health (NIH). At OPM, they supported the Optimize NIH effort, and at NIH, they provided strategic recommendations and implemented human capital solutions. Lastly, in 2020, they were a Workforce Planning Lead / Technical Advisor at Atlas Research, where they lead the human capital workforce planning contract team and provided subject matter expertise across the workforce planning program areas. Currently, they are a Project Manager at Strategic Resolution Experts, where they lead strategy, policy analysis, business process improvement, and communications related projects in support of the client's strategic initiatives.

Joshua Hearne's educational history includes attending The Heights School prior to 2005, Radford University from 2005 to 2008, where they obtained a BA in Honors Psychology and Spanish, Estudio Sampere in 2006 for Spanish Language and Culture, Radford University from 2009 to 2011 where they obtained an MS in Industrial-Organizational Psychology, and the University of Maryland Global Campus from 2020 to 2023, where they are currently pursuing a Doctor of Business Administration (DBA) in All But Dissertation (ABD). Joshua also obtained a Project Management Professional certification from the Project Management Institute in February 2018.
