John Penner

John Penner is currently a Consultant at Strategy. John previously worked as the Deputy Chief of Staff & Director of Parliamentary Affairs to Minister of Finance from May 2008 to November 2015. In this role, they were responsible for directing organizational communications and leading strategic, policy and corporate initiatives as a key agent of the Minister. John also managed 5 reports, 25 staff and a $3M budget.

Penner has extensive experience advising Ministers on department priorities, cross-government trends, policy management/alignment, legislative issues, and business plans. John also frequently accompanies Ministers to domestic and international meetings as their Communications and Policy Advisor. In addition, they have overseen all phases of the legislative approval process from development to Royal Assent and managed relationships with all CEOs and Boards of Directors under Finance Canada.

John Penner's educational career includes a Bachelor of Arts (BA) from Simon Fraser University, with a major in philosophy and an extended minor in history.
