Bernard Lynch is a seasoned public administration professional with extensive experience in management and education. Currently serving as Principal at Community Paradigm Associates, LLC, since April 2014, and as Senior Fellow/Adjunct Faculty at Suffolk University’s Moakley Center for Public Management, Bernard has also contributed to academia as Adjunct Faculty at the University of Massachusetts Lowell from January 1981 to June 2015. From July 2006 to March 2014, Bernard held the position of City Manager for the City of Lowell, MA, and previously served as Town Manager for the Town of Chelmsford, MA, from September 1989 to July 2006. Bernard holds a Master of Public Administration from the University of Massachusetts Amherst and a Bachelor of Science in Political Science from the University of Massachusetts Lowell.
