Joseph Sullivan attended Nutley High School from 1969 to 1973, where they completed their high school education with a focus on college preparation. Following this, they enrolled at the University of Notre Dame from 1973 to 1976, where they pursued a field of study in engineering. Joseph then transferred to the New Jersey Institute of Technology in 1977 and completed their Bachelor of Science in Mechanical Engineering in 1980.
