Charlotte Carr is an experienced policy analyst who has dedicated their career to helping government organizations better serve their communities. Charlotte currently works as an Open Cities Policy Analyst at the Sunlight Foundation, where they consult with partner cities to improve their open data and communication systems.

Before joining the Sunlight Foundation, Charlotte worked as an Open Data & Community Engagement Specialist with What Works Cities. In this role, they led and managed technical assistance projects with cities across the country to help them improve information sharing and communication with residents. Charlotte is passionate about engaging marginalized communities and has written numerous resources for local governments seeking to engage these groups of people.

Charlotte Carr has a Master’s Degree in Public Policy from the University of Virginia Frank Batten School of Leadership and Public Policy. Charlotte also has a Bachelor of Arts - BA in Economics, Global Sustainability, and French from the University of Virginia. Additionally, Charlotte Carr has a High School degree from Maggie L. Walker Governor's School for Government and International Studies.
