Emily Waters

Emily Waters is the Lead Project Manager at SWCA Environmental Consultants, where they focus on overseeing FERC hydropower licensing projects and ensuring regulatory compliance. Prior to this role, they served as a Hydrologist at WEST Consultants, Inc. and worked as a Licensing Coordinator at Kleinschmidt Associates. Emily holds a Master’s degree in Environmental, Natural Resources, and Energy Law from Lewis & Clark Law School and a Bachelor of Science in Geography from Portland State University. They began their career with internships at Portland State University and Clark Public Utilities.
