Randy Boice has a diverse work experience in various roles and companies. Randy started their career as an Engineer at The Sear Brown Group (now Stantec) in 1991 and worked there until 1995. Randy then joined HNTB as an Assistant Department Head for ITS from 1995 to 2005. Following that, Boice worked at Johnson, Mirmiran & Thompson as Vice President and Herndon Office Leader, managing the Northern Virginia Region from 2005 to 2023. During their tenure at Johnson, Mirmiran & Thompson, they also became the Herndon Office Manager in 2018. Boice also served as the Chairman of the Northern Virginia Transportation Authority Technical Advisory Committee since 2008. Randy is currently the Vice President at T3 Design Corporation starting in 2023.
Randy Boice attended Sherburne-Earlville Central Schools from 1974 to 1987 and obtained a High School Diploma. Randy then pursued their higher education at Clarkson University from 1987 to 1991, where they earned a Bachelor of Science (BS) degree in Civil and Environmental Engineering. In addition to their academic qualifications, Randy Boice has also obtained several certifications throughout their career. These include Advanced Work Zone Traffic Control Training from the Virginia Department of Transportation in February 2015, as well as various Professional Engineer certifications from different states, including DC in May 2014, PA in May 2014, FL in April 2013, NC in September 2010, MD in February 1999, VA in December 1996, and NY in February 1996. Randy also holds a GRIT Certification from the Virginia Department of Transportation, obtained in April 2014.

T3 Design Corporation (T3), a Virginia SBSD-certified, woman-owned DBE/SWaM firm who provides a full range of transportation engineering services, including traffic engineering, ITS, operations program management, and civil, drainage and roadway design-related services. We have expertise in developing Transportation Management Plans and Maintenance of Traffic Plans for all project sizes, from intersection improvements to interchange and interstate projects. We are also traffic signal design experts, with over 300 signals designed across the Commonwealth. We take pride in developing safe, sustainable and cost-effective transportation solutions through meticulous studies, skillfully designed projects and expertly managed operations. T3 is certified as a DBE/MBE/WBE for VA, MD, DC, PA, DE, NC, WMATA, and MWAA.
