Alan Winn has over 34 years of experience in the IT and engineering fields. Alan began their career in 1986 as a Computer Engineer for the Manufacturing Technology Directorate. In 1998, they moved to the Materials and Manufacturing Directorate as an Electronics Engineer, conducting research on pattern recognition approaches. In 1999, they were a Principal Consultant for PricewaterhouseCoopers LLP, managing and supervising an engagement team of consultants. In 2000, they became the Director of Software Operations for Strategic Analysis Inc., directing and supervising a software development team. From 2002 to 2006, they were the System Integration Manager for the Information & Operations Directorate, delivering the initial operating capability of the Air Force Research Laboratory's Enterprise Business System. Alan then moved to the Sensors Directorate as a Senior Project Manager and Systems Engineering Lead, effectively managing contract and contracted personnel and leading a multi-year contract valued at $15M. In 2010, they became the Lead, IT Plans and Programs for the Aerospace Systems Directorate, leading the Directorate's corporate IT Plans and Program investments. In 2013, they were the Chief, Enterprise Operations Center for the Air Force Research Laboratory - Research Collaboration & Computing Directorate, managing and overseeing implementation of enterprise IT projects. In 2019, they became a Senior Computer Engineer for the United States Air Force, serving as the technical lead on Directorate software applications development and Information Technology (IT) Portfolio Management (PfM). Currently, they are a Knowledge Manager for T3W Business Solutions, Inc., supporting the Air Force Research Laboratory Aerospace Systems Directorate with its Digital Transformation initiative.

Alan Winn obtained a BS in Industrial Systems Engineering from Ohio University between 1979 and 1983. Alan then went on to obtain an MS in Computer Science from Wright State University between 1997 and 1999. Alan later obtained an MS in Computer Engineering from Wright State University between 1987 and 1990. In addition, Alan Winn has obtained three certifications: Professional Scrum MASTER I from Scrum.org in December 2017, CompTIA Security+ Certified CE from CompTIA in November 2014, and Project Management Institute from Project Management Institute in November 2016.
