Andrew Starr

Andrew Starr is the current VP & Chief Health Operations Officer at Tallahassee Memorial Healthcare. Andrew has previous experience as the Vice President, Operations at Rochester Regional Health from April 2012 to April 2020. In this role, they were responsible for serving as the strategic officer of the service lines and direct operations leader of over 340 full time equivalents, 45 physicians and an operating budget of $60 million. Andrew also provided consultation to all system perioperative departments and reported to the System Chief Operating Officer.

During their time at Rochester Regional Health, Andrew accomplished many things, including realizing $5.0M in savings through product standardization, reprocessing and change management in capital repairs; facilitating 5% overall system volume growth including 15% in Urology and 11% in surgical oncology; managing operational change management resulting in $500,000 in labor reductions, and reducing overtime by 50%; implementing access changes and managing business development resulting in 11% wound center growth; improving worked hours per unit of service by 12% in the past two fiscal years for all surgical employed practices; managing the acquisition and transition from private practice to employment for ten subspecialty practices; realizing three year system market share increases of 5% in Vascular Surgery (OP), and 3% in General Surgery (IP); and facilitating the development and expansion of eight new surgical specialty clinics in our secondary markets.

Andrew Starr has a BA in Biology from the State University of New York College at Oswego, an MBA from Xavier University, and an MHSA from Xavier University.
