Justin Hoelscher

Justin Hoelscher is a seasoned professional in right-of-way (ROW) management, currently serving as a ROW Agent III at Targa Resources since April 2024. Previously, Justin worked as a ROW Agent for Percheron, LLC from January 2012 to April 2024, where responsibilities included determining surface ownership, obtaining survey permissions, negotiating ROW purchases, and managing surface projects in Oklahoma and Texas. Earlier in Justin's career, from May 2010 to January 2012, Justin served as an Appraiser at Pritchard and Abbott Inc., completing over 1,200 property evaluations and effectively negotiating property values with owners. Justin holds a Bachelor's degree in Agricultural Economics from Texas A&M University, completed in 2009, following studies at Blinn College.
