Harbir Mannshaiya

Director, Civilian Division at TDI (Tetrad Digital Integrity LLC)

Harbir Mannshaiya has over twenty years of work experience in the fields of Cybersecurity and Privacy. Harbir began their career in 1997 as a Programmer/Analyst for Signal Corporation/Verdian, where they worked on key projects such as the replacement of the outdated voting system at the U. S. House of Representatives and the first web-based US Patent and Trademark Office program to provide Patent Images for free to the public. In 2002, they moved to QAT Global as an Account Manager to CSC, and Team Lead. Three years later, they joined CSC as a Technical Project Manager. In 2009, they took on the role of Senior Technical Project Manager at Pragmatics, Inc. In 2010, they became the Senior Security Specialist at CBX Technologies, Inc., where they were responsible for the Federal Identity, Credential, and Access Management (FICAM) at the Securities and Exchange Commission (SEC). Harbir executed a new HSPD-12/FIPS 199 compliant Identity Management and Access Control Program for eleven geographically distributed facilities. In 2014, they took on the role of Security Consultant as an Independent Contractor. In 2015, they joined CVP (Customer Value Partners) as Senior Cybersecurity Program Manager, where they instituted a new Cybersecurity and Privacy Program, including eGRC implementation, and managed the establishment of new cloud environments and re-architecture/migration of legacy systems using SCRUM framework and CMMI best practices. Most recently, in 2020, they took on the role of Director, Civilian Division at TDI (Tetrad Digital Integrity), where they are responsible for the oversight of Civilian Programs with a focus on Cybersecurity and Privacy, as well as the expansion of cyber risk management and security operations for clients and team capability development.

Harbir Mannshaiya received their MA in Policy Analysis from the Middlebury Institute of International Studies at Monterey and their BA in English, World Geography and History from Panjab University. Harbir also holds certifications from ITIL Certified (ITIL V3, obtained in May 2009), the Project Management Institute (PMP, obtained in September 2005) and the Scrum Alliance (Certified ScrumMaster, obtained in October 2015).
