Emily C. Rouge

Emily C. Rouge, PhD, currently serves as a Research and Evaluation Specialist at Teachstone since March 2023. Prior experience includes roles as the Director of Assessment and Evaluation at Early Learning Indiana from February 2016 to March 2023, and Fellow in the Paths To Quality Program Enhancement Initiative. Emily also held the position of Senior Manager for Program Evaluation Strategies at YMCA from August 2013 to June 2014, focusing on evaluating programs within the National Achievement Gap initiative. Earlier in their career, Emily worked as a Research Scientist at the Center for Evaluation and Education Policy at Indiana University from April 2008 to July 2013, and as a Project Manager for Evaluation at the Indiana Youth Institute from September 2005 to March 2008. Emily earned a Doctor of Philosophy (PhD) and a Master of Science (MS) in Human Development and Family Studies from the University of Illinois Urbana-Champaign, and a Bachelor of Science (BS) in Early Childhood Education and Teaching from Indiana University Bloomington.
