Anne L. Bakar

President & CEO at Telecare Corporation

Anne has served as President and CEO of Telecare Corporation for more than three decades, taking over the role at age 29, after the unexpected death of her father.

She has led the organization’s successful expansion through turbulent health care cycles over the years, growing from five Northern California inpatient programs in 1987, to more than 130 programs in five states today, with over 4,000 staff members serving approximately 32,000 individuals with complex behavioral health needs each year.

Hallmarks of her leadership include the creation of an innovative recovery-oriented clinical system and technology solutions that meet emerging needs, the establishment of an independent physician services organization and an Employee Stock Ownership Plan (ESOP), the consistent recognition of Telecare as a “Best Place to Work,” and a vast array of public/private partnerships that have infused systems of care nationally with renewed hope for recovery and greater efficiency. Additionally, Anne consistently advocates in public and private arenas for equity, funding, and rights of persons served. Her leadership values extend to the continued development of Telecare’s diverse and inclusive workplace culture.

In addition to her role as a board member for Telecare Corporation and the Steinberg Institute, Anne is also a national board member for the Kennedy Satcher Center for Mental Health Equity and an active member of the National Council of Behavioral Health, the World President’s Organization, and the Bay Area Business Council. She is a trustee of the UC Berkeley Foundation, having received the Kenneth Priestly award as a UCB undergraduate. She previously served as a commissioner on the California Future Health Workforce Commission, helping develop plans for easing the state’s shortage of health and mental health professionals. Anne was inducted into the Bay Area Council’s Business Hall of Fame in 2018.

At Telecare’s 50th anniversary, Anne also received formal recognitions from the Alameda and Los Angeles County Boards of Supervisors. Anne and Telecare are featured in Jim Collins’ 2020 book BE 2.0: Turning Your Business into an Enduring Great Company.
