Carlos Tobar is a seasoned professional with extensive experience in technology strategy and emergency systems management. Currently serving as Manager of Technology Strategy at TELUS since December 2021, Carlos leads a high-performing technical team focused on innovative solutions. In addition, Carlos has held the position of Director of Programs for the Edmonton Chapter of the CIO Association of Canada since September 2020. Prior to these roles, Carlos served as Chief of Emergency Systems for the City of Edmonton, managing multi-disciplinary teams and overseeing critical support technologies. Previous experience includes roles at Harris Corporation as Systems Engineer III, and various engineering positions at TELUS and TELUS Mobility. Carlos holds a Master of Business Administration from the University of Alberta and a Bachelor of Science in Electrical Engineering, along with credentials in Electronics Engineering Technology from NAIT.
