Frank C. McKinley, Ed.D., MPS, serves as the Fire Chief for the Cincinnati Fire Department since October 2023. McKinley has been an Adjunct Instructor at the Texas A&M Engineering Extension Service since 2018. Previously, McKinley held the position of Assistant Fire Chief with the City of Dallas from September 1995 to September 2023. McKinley obtained a Doctor of Education degree in Higher Education/Education Policy and Leadership from Southern Methodist University (August 2020 - May 2023), a Master of Professional Studies in Emergency and Disaster Management from Georgetown University School of Continuing Studies (August 2016 - December 2019), and a Bachelor of Business Administration in Business Marketing from Delta State University (January 1993 - December 1994).
