Clem Zabalza is an experienced risk management professional with a comprehensive background in delivering member services and loss prevention solutions within various organizations. Currently serving as Risk Control Manager at the Texas Association of Counties since July 2018, Clem previously held positions at the Texas Association of School Boards, including Division Director of Risk Management Member Solutions and Assistant Division Director of Loss Prevention Services, overseeing teams and delivering critical services to over 900 clients. Early career experience includes roles as a Senior Loss Prevention Consultant and Loss Prevention Consultant at Texas Mutual Insurance Company. Clem holds a Master's Degree in Occupational Health & Safety from East Carolina University and a Bachelor's Degree in Finance and Marketing from St. Edward's University, complemented by continuing education in business advocacy and leadership.

The Texas Association of Counties was established in 1969 to provide services to Texas counties and to promote the value of county government statewide.
