Kyle Madsen

Kyle Madsen serves as the Division Director at the Texas Department of Transportation, overseeing the statewide right-of-way program since March 2013. Responsibilities include managing the delivery of right-of-way projects, professional services contracts, eminent domain processes, and various regulatory programs. Madsen's previous roles at TxDOT include Deputy Director and Right of Way Project Delivery Director, where collaboration with stakeholders was crucial for efficient transportation solutions, and Right of Way Supervisor, focusing on project delivery in the San Antonio and Laredo Districts. Before joining TxDOT, Madsen was an Assistant Attorney General, representing the agency in legal disputes related to eminent domain and contracts. Madsen holds a Doctor of Law (J.D.) from St. Mary's University School of Law, a Bachelor of Arts in History from Texas A&M University, and completed the Governor's Executive Development Program at The LBJ School of Public Affairs in 2017.
