Sandra B. Guerra, MD, MPH

Dr. Sandra B. Guerra has extensive work experience in the field of public health and healthcare management. Sandra is currently serving as the Chief Medical Officer at Texas Health Action since 2022. Prior to this, they worked as a Public Health Consultant and Assistant Medical Director at the City of San Antonio Metropolitan Health District from 2020 to 2021. In 2021, they also held the position of Chief Medical Officer at Centene Corporation. From 2020 to 2021, they were a part of the COVID Response Team at the City of San Antonio Metropolitan Health District.

Dr. Guerra has also worked at Humana Government Business as the Vice President and Chief Medical Officer-TRICARE from 2012 to 2020. In this role, they oversaw a large ASC contract and had interactions with over 350,000 providers. Sandra developed policies, interpreted guidance, and implemented communication strategies for providers, patients, and government customers.

Earlier in their career, Dr. Guerra served as the Regional Medical Director at the Texas Department of State Health Services from 2005 to 2012. Sandra was responsible for providing essential public health services in 28 counties and acted as the Local Health Authority for the region. Sandra also worked as the Medical Director at the San Antonio Metropolitan Health District from 2001 to 2005, overseeing various public health initiatives and clinical operations.

Throughout their career, Dr. Sandra B. Guerra has demonstrated expertise in executive public health leadership, disease containment, epidemiology, data management, relationship management, media relations, policy interpretation, population health management, process improvement, and healthcare quality oversight.

Sandra B. Guerra, MD, MPH, obtained their Doctor of Medicine (MD) degree from Texas A&M University School of Medicine, where they studied Medicine from 1994 to 1998. Prior to that, they completed their Bachelor of Science (BS) degree in Child Development and Family Relationships at The University of Texas at Austin from 1989 to 1993. Sandra holds a Master's degree in Public Health from The University of Texas Health Science Center at Houston (UTHealth) School of Public Health, although the specific dates of their enrollment and completion are not provided.

In addition to their educational achievements, Dr. Guerra is a certified Medical Doctor by the Texas Medical Board, with the certification obtained in July 2000. Sandra also holds a Kentucky Medical License, obtained from the Kentucky Medical Board in January 2020.
